I am running for City Council in Baltimore’s 8th district because I believe in creating a more inclusive and equitable community for all residents. Born and raised in Baltimore City, Dr. Bilal Ali embodies the resilience and determination of the community he serves. Overcoming obstacles familiar to many, he emerged as a devoted husband, father, doctor, and State Delegate. Dr. Ali’s journey took him from the heart of West Baltimore to the halls of the Maryland House of Delegates, where he served with distinction until his term ended last year.
During his tenure in the House of Delegates, Dr. Ali was appointed by Governor Larry Hogan to represent District 41. He introduced legislation such as the “Jared Kushner Act,” aimed at protecting tenants’ rights by prohibiting civil arrest warrants for tenants sued for less than $5,000 in unpaid rent. This bold initiative exemplifies Dr. Ali’s commitment to putting people over politics, a theme that underscores his entire career.
Today, as President of CMDS, a residential treatment facility addressing substance abuse and trauma—the underlying causes of many of Baltimore’s challenges—Dr. Bilal Ali continues his unwavering commitment to serving the community he loves.
Dr. Ali holds a Bachelor of Arts degree in Psychology from the University of Baltimore, a Master’s in Psychology from Coppin State University, and a Doctorate in Healthcare Administration from the University of Virginia Lynchburg. His academic achievements reflect his dedication to lifelong learning and service to his community.
Throughout his career, Dr. Ali has passionately pursued initiatives aimed at enhancing the lives of Baltimore residents. He has advocated for reducing taxes on the middle class and small business owners, while simultaneously championing the elimination of taxes on seniors’ retirement income. Committed to public safety, Dr. Ali fought for policies to punish repeat, violent offenders while advocating for treatment options for non-violent addicts.
Moreover, Dr. Ali has worked tirelessly to ensure that all Baltimore families have access to quality, affordable healthcare. He understands the importance of closing the digital divide and has prioritized efforts to provide every child, regardless of their zip code, with a quality education.
As a widower who lost his devoted wife last year, Dr. Bilal Ali understands firsthand the challenges facing Baltimore families. His unwavering dedication to the community and proven track record of service make him the ideal candidate to lead District 8 forward.
